Automated Flight Service Station (AFSS)

FAA's competitive outsourcing of the operation of it Automated Flight Service Stations to Lockheed Martin. A-76 refers to the Office of Management and Budget (OMB) circular that establishes federal policy about the Federal Government's performance of commercial activities and under which the outsourcing occurred. OMB Circular A-76, among other things, limits the circumstances in which the Federal Government should perform commercial activities (e.g., national defense, no viable commercial source available, etc.).
